Highlights live or die by a few things: the stylist's understanding of your hair type (fine, thick, textured, porous), what you use at home, and the level of contrast you're after. A good consultation includes showing photos of what you want, talking about upkeep time, and being honest about past color treatments.
If they don't ask these questions, that's a flag. A specialist who dives in without understanding your hair and life is probably not the right fit.
